The Municipality of Lubao is a first-class coastal municipality situated in the province of Pampanga in Region III or Central Luzon.
The town is notorious as one of the largest producers of sugar cane, rice, fish, and the fragrant Sampaguita (The Sampaguita is considered the national flower of the Philippines).
The Municipality of Lubao is considered the oldest town found in the province of Pampanga.
Lubao town is sited in the south-western part of the province of Pampanga, It’s bounded by the metropolises of Sasmuan on the east, Guagua on the north-east, Floridablanca on the north, and Hermosa, Bataan, on the south.
The birthplace of the two former presidents of the Philippines, former President Diosdado Macapagal Arroyo, and his daughter, former President Gloria Macapagal Arroyo.
History
The town of Lubao was instituted on May 5, 1572.
The town name “Lubao” originated from the aboriginal word “Lubo,” which means low. Formerly, Lubo is normally muddy and swamped; which is later the name changed to “Lubao,” which is the present-day name of the municipality. The Austronesian term is related to the low or depressed elevation of the town. Hence, Lubao is identical to its earliest name ‘Baba’.
The natives of Lubao are the indigenous Aetas. The earliest Aetas were nomadic, superstitious, hunters and pagans who don’t believe in God. The Aetas were initially established in Lubao by way of the Gumain River.
Along this part’s low yet abundant and sandy (mabalas) shorelines, strategically established the pioneering native of Aetas, which described them as the aboriginal Pangpangans (riverbank immigrants). The early tribe of the aboriginal Aetas made their communities (balayan) along the banks of these small rivers or creeks (sapang malati), which is why they were termed as “Taung-lati “or “Pangpangans” or simply “River bank people.”
The Municipality of Lubao is filled with historical and cultural heritage. Lubao is not only known as the oldest town in the province of Pampanga but also, can also be called “the Cradle of the Kapampangan Civilization” (Duyan Ning Kamalayang Kapampangan). As the gateway of a large civilization during its time, Lubao is colored with rich historical landscapes and cultural residues.

Festivals
Sampaguita Festival
The Municipality of Lubao celebrates Sampaguita Festival around the month of May (usually May 1-5), where there is a plentiful crop of Sampaguita flowers which is well-known for its delightful fragrance and it is also the national flower of the Philippines.
Lubao International Balloon and Music Festival
One of the biggest celebrations of the Hot-Air Balloon Festival in Southeast Asia. The celebration is held every month of April annually.

San Agustin Church
The San Agustin Church located in Lubao, Pampanga was constructed 1572, and was considered one of the oldest built churches in Pampanga. The San Agustin Church was acknowledged by the National Historical Commission as Important Cultural Property last August 28, 2013.
Lubao Institute
Lubao Institute or LI is the first and oldest private school in Lubao established in February 1929.
Needs Amusement Park
(NAPCOR) officially opened to the public on December 8, 2000. This is the first recreational, amusement, and swimming pool facility in the town of Lubao, located right along the highway
Pradera Verde
Located in Lubao, Pampanga, is one of the best facilities for recreation in Pampanga.
Lubao Bamboo Hub and Eco-Park
Situated by the shoreline in Sta. Catalina, Lubao, Pampanga, serves as both a protective shield to threats of soil erosion and as a thriving eco-tourism spot since 2017.
